## Overview
Oued Safaa Municipality, affiliated with the Chtouka Ait Baha Province, announces the organization of a competition for the recruitment of five (05) technicians. This competition includes two (02) positions for 3rd Grade Technicians and three (03) positions for 4th Grade Technicians, to strengthen its staff in several technical specialties.

## Announced Positions
- **3rd Grade Technician (Scale 9)**: Two (02) positions in Civil Engineering, Public Works, Major Works, Site Manager specialties.
- **4th Grade Technician (Scale 8)**: Three (03) positions distributed as follows:
- Two (02) positions in Vehicle Driving or Heavy Equipment Operation, Automotive Mechanics specialties (with mandatory possession of a Class C or D driving license).
- One (01) position in Electricity specialty.
A quota of **25%** of these positions is reserved for persons with the status of resistance fighter, nation's ward, former military personnel, or former combatant, and **7%** for persons with disabilities.
## Eligibility Conditions
- The applicant must be of Moroccan nationality.
- The applicant must be at least **18 years old and not more than 40 years old** as of January 1, 2026. The upper age limit may be extended for a period equivalent to the duration of valid or rectifiable services for retirement purposes, not exceeding **45 years**.
- The applicant must enjoy national rights and possess the mental and physical capacity to perform public service duties.
- The applicant must hold the diploma or certificate required for access to the grades for which the competition is held, as indicated in the table above, or an equivalent certificate. A certificate of success is not considered valid, and no diploma or certificate other than the required specialty diploma and certificate will be accepted.
- Applicants who hold the status of resistance fighter, nation's ward, former military personnel, former combatant, or person with disabilities must submit their applications through the administrations responsible for managing their affairs, accompanied by a certificate proving this status, otherwise, they will be considered inadmissible.
## Required Documents
- Application form for the competition, indicating the applicant's first and last name, permanent address, signature, phone number, and email address.
- Copy of a **Specialized Technician** diploma in the required specialty or an equivalent certificate (for 3rd Grade Technicians).
- Copy of a **Technician** diploma in the required specialty or an equivalent certificate (for 4th Grade Technicians).
- Copy of the National Identity Card.
- Applicant's CV with a recent photo.
- Authorization from the employing administration to take the competition for applicants who are already civil servants, failing which the application will be rejected or removed from the final list of successful candidates.
- Copy of a Class **C or D** driving license for recruitment to the 4th Grade Technician position in the specialty related to vehicle driving and heavy equipment operation.
- Copy of a certificate proving the status of resistance fighter, nation's ward, former military personnel, or former combatant for those who possess one of these statuses (their applications must be submitted through the administrations responsible for managing their affairs).
- Any document proving the applicant's scientific competencies and skills required for the desired position, if applicable.
## Examination Stages
The competition includes a written examination and an oral or practical examination, or both:
- **Written Examination**:
- Subject: General topic or multiple-choice questions (QCM) related to the tasks or positions to be filled or to the competencies of the territorial commune.
- Duration: **Three (3) hours**.
- Coefficient: **4**.
- **Oral or Practical Examination**:
- Subject: The competition committee will discuss various topics and issues with the applicant(s) or subject them to a practical test in the required specialty, or both, to assess their ability to perform the tasks or functions associated with the grade for which the competition is held.
- Duration: **Between 15 and 45 minutes**.
- Coefficient: **3**.
Applicants who obtain an average of at least **12 out of 20** in the written examination will be eligible for the oral examination. The competition committee will establish the list of successful candidates and the waiting list from among the applicants who obtain an overall average of at least **10 out of 20**.

## How to Apply
1. Application files must be submitted directly to the registry office of Oued Safaa Municipality against an acknowledgment of receipt.
2. Or sent by registered mail to the following address: **Administrative Headquarters of Oued Safaa Municipality, Biougra**.
3. Applications will be accepted and deposited starting from the date of publication of the announcement until **July 24, 2026**, which is the final deadline.
4. For applicants from the categories of resistance fighters, nation's wards, former military personnel, former combatants, or persons with disabilities, their files must be submitted by the administrations responsible for managing their affairs.
5. Any file that does not include the required documents or is submitted outside the specified deadlines will be excluded.
6. The list of accepted candidates for the competition and the results announcement will be published on the public employment website **www.emploi-public.ma** and on the portal of the General Directorate of Territorial Collectivities **www.collectivites-territoriales.gov.ma**. This publication serves as an invitation to candidates.
