## Overview The International University Hospital of Rabat (HUIR), affiliated with the International University of Rabat (UIR), is a new university hospital center that will open its doors soon. This distinguished center will offer approximately **forty medical and surgical specialties**, equipped with the latest biomedical technologies. With a capacity of **450 beds and places**, this future hospital represents an an investment of nearly **2 billion dirhams** and will eventually employ more than **1200 staff members**.
This position aims to accompany the structuring and deployment of the hospital's medical, surgical, medico-technical, and emergency poles. The officer will contribute to designing medical-nursing organizations, formulating patient pathways, and coordinating cross-functional projects related to the institution's opening and development.

## Eligibility Requirements - A **Bac +5** degree at least, with advanced training in Health Management, Hospital Management, Public Health, Care Organization, Project Management, or equivalent (Master's). - Proven experience of at least **3 years** in a healthcare institution, medical directorate, hospital project management, or healthcare organization. - Good knowledge of the functioning of health and hospital structures in Morocco. - Good understanding of challenges related to Hospital Information Systems (HIS), quality, admissions, billing, and medico-economic interfaces. - Proficiency in project management principles, cross-functional coordination, and change leadership. - Ability to analyze, synthesize, and formulate. - Proficiency in basic office tools, especially Word, Excel, and PowerPoint. - Accuracy, methodology, sense of priorities, and autonomy. - Ease of communication with medical, paramedical, administrative, and institutional stakeholders.

## Key Responsibilities
**Participation in the structuring and development of medical poles:** - Contribute to defining the target organization for medical, surgical, medico-technical, and emergency poles. - Formulate scopes of activity, responsibilities, workflows, and interfaces between poles. - Accompany the structuring of medical specialties in line with the institution's medical project. - Contribute to identifying priority activities to be developed according to HUIR's medical strategy. - Contribute to defining pole governance mechanisms: meetings, decision pathways, reports, and monitoring indicators. - Ensure follow-up of action plans related to the initiation, operation, and development of poles. - Prepare meetings with medical managers, practitioners, nursing teams, and support departments.
**Contribution to the design and improvement of medical-nursing organizations:** - Contribute to designing organizational models for poles in collaboration with the Medical Affairs Directorate, Care Directorate, and relevant departments. - Analyze the alignment between activity needs, medical resources, and paramedical resources. - Identify the organizational needs essential for the proper functioning and development of poles. - Improve care pathways, patient flows, and operational interfaces. - Contribute to formulating procedures, operating methods, and necessary supports for pole organization. - Propose improvement measures aimed at enhancing the fluidity, quality, and efficiency of medical-nursing organizations. - Alert the Medical Affairs Directorate to organizational risks, bottlenecks, and necessary arbitrations.
**Contribution to the organization of patient pathways:** - Participate in defining and formulating patient pathways by specialty, pathway, or pole, in close collaboration with the Care Directorate. - Identify critical interfaces between consultations, admissions, hospitalization, outpatient clinics, operating room, medico-technical platform, billing, and patient discharge. - Streamline pathways in collaboration with medical, nursing, administrative, and support teams. - Identify risks that may affect the quality and safety of care or continuity of management. - Contribute to establishing a patient-centered organization that complies with the institution's quality standards.
**Ensure cross-functional coordination of pole-related projects:** - Monitor the progress of projects related to the opening, structuring, and development of poles. - Prepare, organize, and participate in cross-functional working meetings. - Formulate minutes, decisions, action plans, assigned responsibilities, and deadlines. - Ensure follow-up of commitments made with various stakeholders and facilitate the resolution of bottlenecks.
